A well-known Chinese philanthropist Chen Guangbiao, also the CEO of a resources recycling company in east Jiangsu Province, officially published a letter to Bill Gates and Warren Buffett on his company's Web site declaring his intent to join with him and other ultra-rich individuals who plan to donate at least half their fortunes to charity.
